In any case the new computer I'm get has a Intel I7 k, Evga gtx supersc 4gb, and a 2tb wd black hdd. With that hardware, how big of a file size should expect if I were to record GTA V at p 60fps and then have the recording be downsized in dxtory to p at 30fps? I also heard that the lagarith codec is the best, so I would be using that codec but if you know one better to help the filesize let me know.

The file size of the capture is all about the codec you use, and the settings you use in DxTory. Outputting the file to 30 FPS, especially at p, will definitely reduce file size. If you only want to play at p60, and output to p30, that is a smart way to go for that level of GPU. It should also help keep your PC from lagging during recording.
That said, with your rig I would just use ShadowPlay. It's convenience is unparalleled, the capture quality is decent, and the hardware capture is so fast and optimized you can literally output at p60, and still get pretty small file sizes. ShadowPlay is ideal for a game like GTA V, because you never know when you're going to have a moment worth capturing. You can just hit shadow record after any 20 min segment you decide you want to keep, and record fast and lag free.

Setting a frame rate over 30 will increase your output file size and may impact your in-game performance. If you plan on creating exceptionally high-quality footage that will be slowed down, you need to record at 60 FPS.
Otherwise, the slowed down footage will appear laggy and low-quality. In order to reduce file size and increase performance, you can scale the resolution of the output file size. This scaling can be percent based or you can set the output file size resolution.
However, your file size will be smaller. You may also manually input the resolution of your output file. Resolution scaling may be neccessary if the write speed of your hard drive is too slow to keep up with the quality of your video.
You can fix this by simply scaling down the output resolution. Clipping allows you to crop your recording area. You can choose to record only certain portions of your screen by setting the margin and clip size. You can orient the clipped area using the alignment and margin settings.

I personally use fraps and its really good, the only bad thing is the recordings take up a lot of space But you can delete them when you upload them , the frames are fairly good, I record in p and my FPS only drops about 30 from when im not recording.
You start recording by pressing F9, and stop by pressing F9, so that's easy to do. I haven't used Dxtory, so I couldn't tell you about that, sorry. I use Bandicam and I'm pretty happy with it.
